T. William "Bill" Hale was a local architect and civil engineer. In 1967 he was Thousand Oaks' first director of public works. He owned the Ventura engineering and surveying firm, Robert Martin and Associates, which was sold to Ed Campbell following Hale's death and became U.S.A. Architects.
